HYDERABAD: The Greater Hyderabad Municipal Corporation (GHMC) has levied a Rs 25,000 fine on a contractor for openly burning dry waste in Nandanavanam Park in Moosapet. The park was being renovated to increase the height of compound wall, create a walking track and a children's play area. Activist Vinay Vangala filed a complaint with the local authorities after observing that dry trash was being burnt in the park.

Based on Vinay's complaints, Moosapet Deputy Executive Engineer(DEE) inspected the area and found out that violations were taking place regularly. A fine of Rs 25,000 was levied on the contractor and a severe warning was served to not repeat the offence.

The Telangana Government banned open burning of waste in July 2017. A Government Order (GO) was issued by the State in accordance with a National Green Tribunal (NGT) judgement from December 2016. The verdict enforced fines of Rs 5,000 for burning small amounts and Rs 25,000 for burning large amounts of trash.

According to the Telangana State Pollution Control Board's (TSPCB) GO M.s. 27 dated July 7, 2017, a penalty of Rs 25,000 is supposed to be levied on local bodies for open burning of plastic in public, private, and dump yards.

Sharing details of the incident, Vinay said, "I am really glad that GHMC authorities have imposed this fine. Moosapet DEE and staff did an excellent job. I have been battling for implementing this GO for a long time. A citizen can file a complaint against open burning of waste to the GHMC, pollution control board or the police. Most of the time, police refuse to follow the rules. Infact, they can book a case under Section 278 of the Indian Penal Code for vitiating the atmosphere thereby causing health issues. I hope other cops will follow suit and strictly enforce rules from now on."
