HYDERABAD: Telangana, the country's newest state, has made significant progress not just in agriculture, health, and education, but also in having the best police system in the country, thanks to the strong governance of Telangana Chief Minister K Chandrashekhar Rao.

Suraksha Day is being on June 4 as part of the Telangana Formation Day Decennial Celebrations. The state police would organise programmes to explain the efforts of the department.

The state administration, which has prioritised the monitoring of law and order in Telangana State, led the police ranking in the country's major and mid-sized states, according to the India Justice Report (IJR) 2022. Telangana was followed by Karnataka and then Andhra Pradesh.

The administration of Telangana is well equipped to deal with concerns including rising crime rates, population growth, and technology-related crimes like cybercrime.

The Telangana State Police, which has a monitoring system in place, have a national reputation for apprehending offenders regardless of location, and they are also known for their women's safety initiatives.

Telangana experienced significant advancements in the police force, including the establishment of a command and control centre, the formation of 'She Teams"

and 'Bharosa Centres', and the installation of Community Cameras under the Nenu Saitham project. The state administration not only genuinely cares about the safety of its citizens, but it has also taken numerous steps to safeguard the safety of law enforcement officers as well.

The state government additionally provides a 'Risk Allowance' for Traffic Police who work in severe conditions, which amounts to a 30 percent boost in their basic income Apart from risk allowance, the state administration increased 'Police Uniform Allowance' for the well-being of the officers.

Here are the unique initiatives by the Telangana government in the last 10 years

Integrated Command and Control Centers

Telangana state has established the country's first international-standard police command and control centre in Hyderabad. On August 4, 2022, Chief Minister KCR dedicated the Police Twin Towers built by the government at Banjara Hills. The police command control centre has been equipped with advanced equipment and the expertise to review footage from one lakh cameras in one minute. This command and control facility in Hyderabad has access to footage from CCTV cameras from any police station in the state. The Command and Control Centre also provides services for the coordination of all departments in the case of an emergency or a conference.

Telangana Police Recruitment

The government has appointed 28,277 police officers in the last seven years. Additionally, the government has issued notifications to recruit 17,516 additional police officers.

She teams

The government formed she teams on October 24, 2014, with the aim of putting an end to eve teasing. These teams have been formed to protect women, young girls, and students from eve-teasers. She Teams stand up for women's dignity and rights.

She Teams officers dress in mufti and patrol colleges, bus hubs, and crowded areas. The government has deployed She Teams throughout Telangana as an outcome of the success of the Cyberabad Police Commissionerate's She Team project.

Since its inception, the state has 331 She Teams, 46,241 complaints, and 19,966 arrests. Many states are implementing 'She Teams' similar to Telangana. Women who are harassed can contact Dial 100 or file a complaint by e-mail, Facebook, Twitter, WhatsApp, or the Hack Eye mobile app. As soon as a complaint is received, the team responds.

Risk allowance for traffic police

As pollution levels rise, many traffic cops working in fields are reportedly suffering from health problems. During a cabinet meeting on January 2, 2016, the government announced pollution allowances for traffic cops who work in hazardous conditions, which is a 30 percent boost in their basic income.

Increase in police uniform allowance

Prior to the formation of Telangana, police officers received a meagre uniform allowance. As promised by Chief Minister KCR during Swarasht, the government has increased the uniform allowance from Rs. 3,500 to Rs. 20, 2018. The amount has been increased to Rs 7,500.

Pay hike for home guards

Prior to statehood, home guards were only paid Rs. 400 as a duty allowance. They used to get a total monthly income of Rs. 12,000 with this. However, home guards now receive a daily duty allowance of Rs. 921 and a monthly wage of Rs. 27,630 rupees. The Pollution Hazard Allowance provides an additional 30 percent of their earnings to the 2,500 home guards working in the traffic department so they now get a total Rs 35,900.

Social Security Scheme for Home Guards

The Social Security Scheme reimburse Rs. 5,00,000 to the family members of home guards who die in an accident, under the Social Security Scheme.

Closure of gambling centers and poker clubs

Before the state's Bifurcation, the lives of many poor families who became slaves to poker clubs were horrible. Taking the situation seriously, the state authorities took harsh action against the management of poker clubs, arresting over 1600 of their managers. As many as 47,869 poker addicts were jailed, and strict regulations were put in place. They conducted a large-scale operation and confiscated Rs. 27.33 crores.

The state government has declared it illegal to play poker in Telangana, essentially eliminating the scourge of poker. Despite the government's closure of poker clubs, many people continued to engage in internet gaming and gambling. As a consequence, on June 17, 2017, the cabinet decided to outlaw online rummy and poker in the state. An ordinance modifying the Gambling and Gaming Act was submitted to achieve this purpose.Telangana has since prohibited internet poker.

Bharosa Centers

The government started to establish Bharosa Kendras in May 2016 to address the issues of abused women and children and provide them with security. The school not only helps victims with justice, but also with medical assistance. Since it has become inconvenient for victims to seek justice from several organisations, all specialists have banded together on a single platform to provide speedy justice.

Additionally, since it has become burdensome for victims to go around various organisations for justice, all professionals have been gathered altogether on one platform to give speedy justice.

When the Bharosa Centre receives allegations of sexual harassment from victims, it takes prompt action against the perpetrators. Patients are admitted to a hospital for adequate medical treatment. Victims are also counselled by psychologists and legal counsellors at the Bharosa Centre. There are currently assurance centres at Jogulamba Gadwal, Khammam, Nalgonda, Siddipet, Medak, Mahbubabad, Sangareddy, Hyderabad, Warangal, Vikarabad, Suryapet, and Medchal Malkajgiri.

Installation of CC cameras

Telangana State Police has established state-wide community CCTV surveillance systems in all sensitive places, communities, and establishments, as required by the Telangana Public Safety (Measures) Enforcement Act, 2013 and Rules 2014.

As part of the Community Development Programme (CDP), MPs/MLAs have supported the installation of Community CCTV Cameras in their constituencies in compliance with MPLADS norms.

Additionally, corporate and public sector organisations have sponsored the installation of CCTV cameras on a CSR basis in specific locations/areas within the jurisdictions of all Police Stations within City Police Commissionerates.

Telangana State Police has encouraged individuals to install CCTV cameras in their residential areas as part of the Nenu Saitham programme for their protection and security. Citizens have responded by installing CCTV cameras in strategic spots specified by police, such as apartments, gated communities, colonies, and other residential areas. Telangana state has a total of 10,66,792 CCTV cameras installed across the state until March 21, 2023.
