Govt issues directions on clearing pending Dharani applications during special drive from March 1 to 9

HYDERABAD: Chief Commissioner of Land Administration (CCLA) Navin Mittal on Thursday issued detailed guidelines to district collectors for clearing pending ‘Dharani’ applications.

The Dharani committee following the meeting with Chief Minister A Revanth Reddy on February 24, 2024, made these suggestions as an immediate measure, to dispose the pending Dharani applications. Further, a special drive will also be organised from March 1 to March 9, 2024, at the tahsildar offices exclusively to resolve the pending Dharani applications.

Guidelines

• The District Collector concerned should form 2-3 teams in every tahsildar office which would be headed by the tahsildar deputy tahsildar or revenue inspector to scrutinise the pending applications, undertake field inspection and prepare reports.

• The teams should consist of revenue functionaries available in the tahsildar office, paralegals and community surveyors working in DRDAs, agriculture extension officers, and panchayat secretaries. Necessary training should be given to the teams.

• The pending applications should be distributed to the teams constituted either module or village by the tahsildar

• The district collector should provide access to pending applications and the documents submitted along with those applications to the tahsildar office Teams. They should also be given a copy of the reports on the pending applications, if any.

• Team leads should ensure that information was given to applicants through village-level officers and/or WhatsApp/phone/SMS.

• The teams should verify the applications and the documents submitted along with those applications.

• They also should verify land records Setwar. Khasra Pahani, Sessala Pahani, old Pahanies, 1B Register and Dharani.

• They should also verify assignment / inam / PoT registers, and Bhoodhan/Wakf/Endowment lands details in the required cases.

• As and when required, member(s) of the teams should visit the field to physically verify the land and conduct a local inquiry,

• Based on the verification of applications and land records and field inquiry in the needed cases, teams should prepare a report on each application recommending acceptance or rejection.

• All the reports should be compulsorily vetted by the tahsildars for approval by the approval authority.

• The approving authority should give speaking orders accepting or rejecting applications. The approving authority should submit reports on the accepted and rejected applications in the prescribed formats.

• All the pending applications should be cleared during the revenue special drive program to be held from March 1 to March 9, 2024, and District Collectors should ensure that no application was kept pending beyond this timeline.

• Government interest and Government lands should be vigorously protected and utmost care should be taken to ensure that no hardships are caused to applicants in disposing the pending applications.

• The District Collector should monitor the progress of disposal of Dharani applications daily with the tahsildars, RDOs, and Addi Collector (Revenue),

• The CCLA would monitor the district-wise progress with Collectors.

• Therefore, the District Collectors should bestow their attention and also issue necessary instructions to the concerned revenue officials to take this drive on a priority basis and ensure that the guidelines were scrupulously followed by all for disposal of pending Dharani applications in a time-bound manner.
