HYDERABAD: In response to longstanding demands for premature release, the Telangana government to release 231 prisoners on January 26, 2024. This decision was made following the issuance of guidelines through G.O. No. 2 on January 24, 2024, under the authority of Article 161 of the Constitution of India.

This move, encompassing 212 life-term convicts and 19 non-life convicts with good conduct, aims at fostering their reintegration into society and contributing to a crime-free Telangana state.

The government traditionally considers prisoner releases on three key dates—January 26, August 15, and Gandhi Jayanthi on October 2. This process involves a special grant of Special Remission, made possible by the Governor's authority under Article 161 of the Constitution of India.

Following the formation of Telangana State, premature release was granted on two occasions, specifically in 2016 and 2020.

The Governor of a State is empowered to grant remission under Article 161 of the Constitution of India. The extract of Article 161 may be read as follows: “The Governor of a State shall have the power to grant pardons, reprieves, respites or remissions of punishment or to suspend, remit or commute the sentence of any person convicted of any offence against any law relating to a matter to which the executive power of the State extends”.
