Dharani simplifies land deals, removes long processes

HYDERABAD: The Dharani portal, launched by the Telangana Government in October 2020, is a comprehensive solution to land ownership records, registration and transfer of land through sale or inheritance.

The portal eliminates the need of revenue officials. Earlier, records were found only in registrar offices where handling of documents was complicated, time-taking and corrupt. Privileged public misused the manual system for their benefit. It took time for revenue officials to legally transfer the ownership, inheritance of land was a tedious process and involved multiple documents and certifications and land records were not accessible.

In revenue system, the registration was a long-drawn process because of manual entry. Users couldn't access CARD (Computer-aided Administration of Registration Department) and it was only accessible to the departmental staff.

Some headway has been made with 'Dharani' portal to cleanse the revenue record system. The Dharani portal simplified the process of mutation of land. It could all be done online in a much more efficient way.

'Dharini' has recently been facing political criticism with the sole reason being transparency of information in automated systems. In computerised systems also, what gets reflected is the action after the input, which is human. However, since a lot of people can access the records and information of lands through the portal, the scope for manipulations gets minimised to a large extent, unlike where things were done manually.

The portal prevents malpractices like selling, registering or mutation of assigned lands – lands given by Government to people based on caste, merit, for recognition or compensation – or prohibited lands (liker forest lands).

However, few age-old legacy issues, disputes over contours, land parcels in litigation, etc. had been left unresolved. For this, Chief Minister K Chandrashekar Rao directed revenue officials up to the mandal level to conduct 'revenue sadassus' for three days from July 15.

Government officials, district officials, mandal representatives and other revenue officials would study land issues across multiple mandals in the state and find out possible resolutions in the three days.
