GHMC halts building/layout permissions on lands regularized under GO 59 in three districts

HYDERABAD: In response to complaints of fraud, the Telangana Government has decided not to grant building/layout permissions for structures/layouts proposed on lands regularized under G.O.59 on or after August 17, 2023, in the Rangareddy, Medchal-Malkajgiri, and Sangareddy districts.

The Chief Commissioner, Land Administration (CCLA), is conducting a re-verification of applications and conveyance deeds related to the regularizations due to reported fraudulent dealings.

In a circular issued on January 28, Greater Hyderabad Municipal Corporation (GHMC) Commissioner D. Ronald Rose, issued instructions to the Chief City Planner, all Zonal Commissioners, Additional City Planners, City Planners, Deputy Commissioners, Deputy City Planners, Assistant City Planners, Town Planners, and others. These instructions come in response to a written request from the CCLA to the GHMC and the Hyderabad Metropolitan Development Authority (HMDA), urging them not to issue building/layout permissions based on conveyance deeds executed and registered on or after August 17, 2023, regarding the regularized lands under GO 59 in the mentioned districts until further notice. In cases of doubt, officials have been instructed to consult the respective District Collectors.

However, the circular did not specify the number of layouts or building permissions granted after August 17, 2023. The nature of the fraud allegations is also not clearly defined.

GO Ms No 59 was initially issued by the Government of Telangana on 30.12.2014, aiming to regularize and transfer rights on land encroachments on unobjectionable Government lands, surplus lands, and ULC lands to the people on a payment basis. As per the G.O., individuals in possession of land on or before 02.06.2014 are eligible for regularization on payment of a specified amount.
